Post-registration, RTOs are tasked with many responsibilities including annual declarations, AVETMISS reporting, and marketing compliance, and validation is often the most challenging.

Even though we've covered validation in depth, let’s revisit its definition. ASQA defines validation as a quality review of the assessment process.

In essence, validation confirms which parts of an RTO's assessment process are correct and pinpoints elements for improvement. With a solid grasp of its key components, validation becomes manageable.

According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards require RTOs to perform two types of validation.

The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.

The second validation type ensures that assessments adhere to the principles of assessment and rules of evidence.

This indicates validation occurs before and after the assessment process. We will focus on the first type: assessment tool validation.

Breaking Down the Two Types of Assessment Validation

What Does Assessment Validation Mean?

As noted earlier and in previous blog posts, validation comprises two stages: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, also referred to as assessment tool validation, is related to the first part of the clause, ensuring all unit requirements are addressed and workbooks are entirely compliant.

Post-assessment validation, by contrast, focuses on implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

In this write-up, we will focus on assessment tool validation.

How to Properly Conduct Assessment Tool Validation

Now that we understand the two types of validation, let’s explore the details of assessment tool validation.

Timing of Assessment Tool Validation

The aim of assessment tool validation is to make sure that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.

This implies that any time new learning resources are obtained, assessment tool validation must be done before student use.

No need to wait for the next validation schedule in your 5-year cycle. Validate new resources immediately to ensure they’re suitable for students.

Nevertheless, this isn't the only reason to perform this type of validation. Conduct assessment tool validation also when you:

- your resources get updated
- new training products are added by you on scope
- your course gets reviewed against training product updates
- learning resources get identified as a risk during your risk assessment

ASQA applies a risk-based regulation approach, expecting RTOs to do regular risk assessments. Hence, student complaints about learning resources are a good reason for assessment tool validation.

Remember, this validation aims to ensure all learning resources are compliant before use. All RTOs are expected to validate all unit resources.

Essential Resources for Assessment Tool Validation

Academic Resources

To validate your assessment tools, you will need the complete set of your learning resources:

Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.

Learner/student workbook – ensure it's appropriate as an assessment tool. Check if the instructions are clear and answer fields are adequate. This is a frequent issue.

Assessor guide/marking guide – also verify if instructions for assessors are sufficient and if clear benchmarks for each assessment item are provided. Clear benchmarks are crucial for reliable assessment outcomes.

Other related resources – may consist of checklists, registers, and templates created separately from the workbook and marking guide. Validate them to ensure they are appropriate for the assessment task and address unit requirements.

Panel for Validation

Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.

As a whole, your validation panel must have:

Relevant vocational competencies and industry skills applicable to the unit being validated

Recent knowledge and expertise in vocational teaching and learning

Either one of the following training and assessment credentials:

ASQA does not provide a recommended or required template for assessment tool validation, but many templates can be found online. These tools often have validators review the tools as a whole to verify if they meet the principles of assessment.

Reliability – Will the assessment yield consistent results each time, regardless of the trainer? Will different assessors make the same decision on skill competence?

Evidence Key Rules

Validity – Is the evidence confirming that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?

Although these are often addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To prevent using learning resources that do not address some unit requirements, ensure you adhere to these guidelines:

Show What You Mean

Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Carry out each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication as per service and regulatory requirements:

change diapers

bottle preparation, bottle-feeding infants, and cleaning equipment

solid food prep and feeding infants

respond suitably to baby signs and cues

prepare and settle infants for sleep

monitor and support age-appropriate physical exploration and gross motor skills

Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Be Cautious with Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby won’t suffice.

Full Compliance or Not Competent

Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Give More Specificity

Each assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions are not confusing for students or assessors. For instance:
What kind of information can be included in a work package?
What type of information can be included in a work package?

Answers might include:

Compulsory resources

Appropriate costs

Duration of activities

Designated roles and responsibilities

If an assessment item requires multiple answers, specify how many answers are needed from a student. This ensures your assessment is reliable, and the evidence obtained is valid.

The same is true for assessment items with double-barrelled questions or those asking for multiple answers at once. Such questions can confuse both students and assessors, as demonstrated in the sample question below:

Name a hazard and/or environmental issue in the workplace and choose the most effective hazard control hierarchy.

Possible answers may include, but are not limited to:

Weather conditions – isolating the work area, engineering, personal protective equipment

Work area and ground conditions – elimination, isolating, engineering controls

People – isolating, use of engineering controls, administrative controls

Structural hazards – substituting, isolation, engineering controls

Chemical hazards – isolation, use of engineering controls, administrative controls

Equipment or machinery – isolation, use of engineering controls, administration

Avoiding double-barrelled questions simplifies responses for students and allows assessors to judge competence accurately.

Given these requirements, you might think, “Don’t learning resource developers provide audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This impacts your compliance history, so it’s wiser to take the safe and compliant route.
